Normal ATF drain is done by removing drain plug where only about 2.5qts drain out... for me
I want to completely flush the old transmission fluid. Can i do this by using fluid evacuator

That will drain most the fluid. The tranny fluid flush systems at the repair maintenance shops will cycle fluid at the time it is draining. This mainatins the lubricity and fluids needed for operation. I wouldn't want any void areas with air pockets to cause problems.

When refilling after a full drain, only so much fluid will be held in the pan so it will be a fill-start-stop routine. I've not attempted this so perhaps others can chime in. My main concern would be getting the torque converter filled than the fluid cycling through the tranny. Does that delay pose a problem on any spinning parts? (I'm being very conservative here.)

Our past discussions typically tend to go with the incremental drains of approx 2.X quarts per session from the tranny pan until fluid color is bright red. IMO, I would do the slow but gentle 2 quart drain as mentioned in the tutorial you posted. Drain, drive for a week then do again after the thrid time, it should be pretty nice.

That device will be good for a brake flush where as it is drawn out, you can pour fluid into the brake reservoir at the same time. Some caution though...maintain fluid levels as the ABS/TRAC unit may not like having air introduced to the internals.

Additionally, I wouldn't want to buy a device and have to store it. A tranny drain interval is every 30K miles I recollect. So depending how much you drive the car and or drain fluids...this may or may not be practical to have in your garage. For us $$ pinchy, the incremental drain is very popular.

Am daily driving 100 miles, so if i drain/refill daily until i get clear red ATF, is that safe to do or i should wait for a week?

100 miles should be enough to mix the fluid up, if u fill like getting under the car everyday. i would get like 12qt and that should clean you up.
Suggestion: i usually drain/fill every time i change my oil, 2qt ATF-IV is like $9 so not too bad.

given that the 98-00 still have ATF coolers built into the radiator, yes you should be fine doing the tutorial from LexLS.

i did mine three times when i bought my 99 with 179k. depend on how old is ur fluid(when was the last flush) u may have to do more than that, just check when u drain, fluid should be red like the one in the bottle.

With the miles you are driving, you'll get it done pretty quickly with the incremental drain method. So long as you have no aversion to doing the routine. I drain mine each oil change as well.

Keep in mind the differential 60K and coolant/thermostat for these 30K fluid intervals.

i never done flush before. i always do normal drain/refill with 2.5qts around every 20,000 Mile. I will follow the tutorial from LexLS.

I had an ATF flush done by an independant mechanic @60K miles (1999 LS) and since then, I have been doing drain/refill every oil change(sometimes more often). I now have 120K miles, every time I drian/refill, I notice that the ATF looks very good - cherry-like color. It seems like a little less then 2qts comes out( I didn` measure, I just refill to the mark on the dipstick and recheck level after driving for a little).

How sensitive is the 1999 LS to ATF level being a little over/under?

The first time i drain my 99 3 qts came out, that should be over fill. The only problem i had with my tran is little hold up to shift to a 2nd gear in the morning, any other time no problem.

If the tranny is a little over or under, no problems. It will definitely let you know when under since it will not engage properly. Overfilled, less so but if too far over, it will heat up and try to get out the fill tube.
