Default Can theft deterrent be bypassed?

I have a 1993 LS400, recently reolaced the starter and now the car won't start. There is no fuel to the plugs or the coils. No fuel in the lines when disconnected. The car was recently purchased and i only have one key to it. Could it possibly be the theft deterrent system? If so, can it be bypassed? If not, I am open to suggestions. Car ran well before starter was replaced. Gas was put into the tank, the pressure was very high when cap was removed. Thanks in advance.

u can bypass the theft deterrent by grounding the all green wire behind the kick panel under the left side of the dashboard

If the light on the dash is not flashing , it is not the alarm.
Do you hear the fuel pump when you turn the key ?
