Default Factory security system

I have a 94 ls400. I went to walmart today to pick up some oil so i can do an oil change. i got back to my car and i tried to crank it but it won't crank.

All the lights comes on and there is no sign of weak battery but i asked walmart's auto center if they can jump me off. They tried to jumped me and they also ran the battery diagnosed and the battery is still good.

Everytime i turn the key there is no sound but all the lights comes on. I am wondering if this has anything to do with the factory security or anything like that. If it is, what do i need to do to reset it?

Well if you need to "reset your car" (ECU and the rest), take off negative lead from the battery for 10 minutes, and your car will be fully reset...

You can try, doe I doubt that is the issue...

Well its better than nothing. I'll give it a try tomorrow but resetting the ecu, will it reset the security as well? I"m not even sure if this "security" actually exisit. It would be a lot better if my car would make some kind of noise when i try to crank it. It would be easier to diagnosed the problem.
