Default Tail lamp light out but bulbs and fuses are good?

My passenger tail lamp is out, but the bulbs and fuses are all good. Whatever is going on seems to be draining my battery also. Anyone had a similiar experience? The car is a 1998.

Taillight does not come on.
(Headlight is normal) , start inspecting the following :-
1. TAIL Fuse (Instrument Panel J/B) located in driver side.
2. GAUGE Fuse (Instrument Panel J/B) located in driver side.
3. Taillight Control Relay (Instrument Panel J/B) located in driver side.
4. Light Failure Sensor
5. Light Control Switch
6. Body ECU

7. Wire Harness
