Default Weird Brake Bias (2nd gen 95-97)

Hey guys, I've searched around and haven't found a solution to this problem.

My dad has a 96 LS4 that we bought brand new from the dealer. However, we started noticing that the brake pads in the rear are wearing out quicker than the fronts. It seems the brake bias is off and as far as we know, there is no proportioning valve to adjust it to be more front bias. Any ideas on what could cause this?

PS, on a hard or sudden brake, the front end makes a soft thump. We crawled under the car and torqued every suspension piece we could see, mainly the pieces that are involved in alignments, bolts/nuts that were loosed when we installed the Tein CS, and even the subframe to body nuts. Any ideas on this one too?

front subframe bolts.

rear calipers might be dead, or master cylinder, or the actual brake proportioning valve.

where's the proportioning valve located?

also, we torqued down the subframe to frame bolts, all four of them.
