Default Dead dash, climate control, and radio

1994 lexus LS400.
all the electrical stuff on the dash never illuminates.
the cluster will light up when the car sits out in the sun for a few hours.
The RPM and speedometer works but never illuminates.
and if i turn off my auto headlights switch the radio and clock will illuminate.
my friend checked my fuses but couldnt find anything.
could it be the wiring inside the dash?
everything works but never illuminates.
all help appreciated.

Default dash probs

This is a fault on the circuit board behind the instument cluster, it will be a couple of capacitors that will need to be replaced, C142 (big Board) was 4.7 UF, 25V
C147 (Also on the big board) was 10 UF, 50V
C212 (Small Board) 10 UF, 16 V
it takes about 10 mins to remove the cluster and about 10 mins to solder the new capacitors to the board. capacitors are about £2 [uk].Dead easy to do.
