I'd take it for a grand,.. and even at that it might be more trouble than its worth.
Start with something a little more manageable so you can focus your money on mostly upgrades rather than maintenance.
You can quickly spend a few thousand in even maintenance you do yourself (if your mechanically inclined).
So, like others, I would say no thanks and look around for a really clean LS400 for 3-4k. 3-5k if you have the cash.. Some are worth 4-5k even with 100-250k on them if they are immaculate.
As for the AC and fan pulley. Turn the car on, does the fan move in front of the engine? If it does.. it is good,.. (relatively speaking) -- If the fan isn't turning,.. that is no good. These cars run with a fan on at all times.. then have separate electric fans out in front.. those don't have to be on.
Also don't turn away AC for 'windows' when your driving a Lexus LS 400.. Even if you prefer windows down,.. you still want it operational. I am the same way you are, I keep my AC off 99.9% of the time, but I wouldn't have bought mine with no AC.

not work when its cold. like when u start the vehicle in the morning, it wont turn on til proably 20-30 mins of drivng, then it would flicker on....is this a major issue? can i fix it myself?

nevermind, i just looked at the instrumental cluster thread. WOW. its a major issue for the 93-94 ls400's. i loved the car tho. it was sOOOOO QUIET and the ride, wow. ls400's

The lexus *LS* is going to have a remarkable ride.. can't be avoided.
The instrument problems extend beyond 93-94 -- and before 93 -- But, yes they are fixable by yourself, or for 200-300$ by others who specialize in this.
If you can get the price down close to a grand,.. I'd go for it. But consider it a project car,.. its 1000,1100,1400 whatever.. Not alot of money for a vehicle obviously, and should be expected to act as such a valued car. It is basically being sold at 1/50th of its original value.
If he sticks over 2 grand, I strongly you to look around. The major thing here is the Salvaged title.
I know they can be salvaged for very minor things, but you just never know. If you go very low on the investment, then that risk becomes a little more 'moot'. Understand?
The general concensus thus far is not to get this car.
Take some pictures, alot, of exterior, interior, engine bay, underneath if you can.. If you want more accurate comments of the price.
