Default P0171 & rough idle after changing starter 98' LS

Hello, so my car has always been dealer maintained and has been a dream, but recently I ran into a problem. I relocated and picked up a new mechanic. We realized that I needed new "starter contacts", so he went in to replace them, and once we buttoned everything back up, we get the P0171 System to lean on bank 1.
Tried to spray some hoses, but nothing happened, then we seen that the PCV hose was cracked so replaced it with new grommet and valve, but problem still persists.
It runs great, no problems on anything except for at idle it is rough and the exhaust sputters (kind of like a chocking sound) but then the problem seems to disappear once the A/C is engaged?
Any advice would be greatly appreciated.
We replaced lower intake manifold, he loosened the bolts to the upper one but never removed it as he realized he didn't have to.
Thanks all!!

did he use fresh gaskets on everything he removed? Sounds like a manifold leak...

It does sound like you have a leak somewhere on the manifold. But your NEW mechanic should know this already. I kind of have the same issue after starter replacement but I reused the lower manifold gasket so that's an area I will look at and all those small hose clamps are worn out. Like you I sprayed starter fluid around everything with no change in engine idle though.

sounds like a leaking/seeping o ring on your fuel supply, since it only shows up at idle, the system supplys enough to overcome it as you accelerate...

Thanks for the replies guys. Billy when you say the o ring, are you talking about the water bypass o ring thing that has to be removed to get to the starter? He replaced the lower intake manifold gasket, and he unbolted the upper gasket, but he realized he didn't have to so he bolted it back down, never took it off, just got it loose.
