My ’91 with 250K miles runs well. But last night, when I had to make a quick stop, I applied the brake (once) before the stop sign. However, the RPM did not drop but rather increased to above 2000, engine surged as if someone just floored the gas pedal. I was scary since I was not able to control the car and inches away from the car in front.

Finally, I shifted the trans to “N” neutral position, quickly released & tabbed the brake a few times, RPM dropped to the normal (600) rpm.

It runs ok now, but I’m afraid to drive it. Please help. Thank you.

Hmm i may not be of much help but on my accord I had the same issue. It was always cold when it happened.

A friend of mine changed the idle and that pretty much fixed it. It was surging just as you said, i couldnt even put it into park. I had to wait for it to "calm down" before I could

Specifically the vacuum booster...if it has a cracked diaphram that is allowing excessive air to bleed to the intake manifold. I know that the engine's response to loss of manifold pressure is to increase idle fuel flow.
Try it again to see if the engine speeds up when you step on the brakes. But before you hit your brakes, shift to Neutral.
