OBD II full compliant in 1995?

Default OBD II full compliant in 1995?

Howdy folks,

I searched through and found conflicting answers to this, so I figured I'd try to sort things out.

Fact: The 1995 LS 400 has an OBD II port, therefore, it is not OBD I.

Background: I come from the Land Cruiser world, and over there, the 95's are OBD II, but not fully, ie they don't have all the sensors that the 96+ rigs have, and therefore are limited as to how much info they can provide the scanner.

Question: Are the 1995 Ls 400s fully compliant? Do they have the exact same amount of sensors as the 1996s, or will I be wasting my money buying a nice scanner?

I want to be able to take advantage of the OBD II system, but if this model year is inherently limited by missing portions of the package, I'll buy a cheap scanner and make do.

It isn't according to the CARB.

Was there a mid-year model change?

I am fairly certain the 1995 Integra GSR had a mid-year mid change and I do not see it on that list.

this list was not released by CARB but rather by an aftermarket scanner company.

my old 95 LS and every single 95 LS i have ever seen or worked on has been fully OBDII compliant

I would guess myself that it is OBDII complient. I know the 94 ES300 was actually one of the first OBDII complient Lexus cars. I found this out by accident as I had an 94 ES300 and none of the OBD1 codes were working for me. I later found out from this site that it was OBDII. I would believe Lexus would have made the LS400 OBDII by 95 as well.

Actually, does anyone know when the federal mandate for OBDII was? I thought it was 1995. Or was it 1996?

Interesting....

Thanks for the link. I have a 95 T100 as well, and that thing feels like a relic compared to the LS. I have a hard time believing that Toyota would make the T100 fully compliant before the Two flagships of Toyota.

Especially since the T100 shares almost everything except sheet metal and frame rails with the Tacoma, and the tacos are listed as not compliant.....

I suspect that you are right. Have you taken the time to run through all of the tests with the scanner to ensure that you are getting all of the data?

The 1995 LS400 is OBD-II compliant, but not fully OBD-II compliant according to CARB. If you read the text at the very top of the PDF they state that vehicles that aren't fully compliant may still support many of the scan tool features. Now, as I infer from PD's statement, every function that he has tested may infact work with a scan tool, but that still does not guarantee full compliance. Another item to add to the puzzle is the fact that 1995 and 1996 LS400's have different ECM's, and putting a 1996 ECM in a 1995 with turn on the MIL. Looking here: http://www.lexls.com/info/lsgenerations.html, it says that 1996 models have a diagnostic function for the EVAP system. I'm just making an inference here, but could it not be possible that the absence of a diagnostic function is what cost the 1995 model full compliance? Just adding more filling to the pie.

it is very possible but im still curious now if that is indeed the full difference, just a diagnostic for the EVAP system.
