Default airbag code 41

did some R&R on my steering system a while ago and the steering wheel was off center. it was off enough that after the repairs were complete, i exceeded the maximum # of turns for the clockspring. i heard the ribbon cable in the clockspring snap and my airbag light went on. the horn and cruise control both pass through the clockspring, they both stopped working.

i replaced the clockspring and everything seemed fine. i cleared the #41 airbag code by doing the "wire dance." the code returns after no more than a week after i keep clearing it, but the horn/cruise still work fine.

any ideas on how/where i should begin troubleshooting?
