Red face Burning Rubber smell and Sputtering Idle

I just bought a 93' LS400 2 days ago. On the second day I took my car out to change the title and renew my Reg. the car was fine. But later that night as I sat at a red light , the Idle began to drop and my engine started to sputter! When the light turned green I pressed on the gas and the car choked a little before it started to pick up speed. After that I pulled on the side to check under the hood and a puff of smoke came out and there was a Burnt rubber smell also.
Can someone/Anyone please help my trouble shoot this problem?
in park it's not so bad but when you put into gear it starts to miss.
Oh and Also they said that my Rack and Pinion is leaking, would that have anything to do with it's rough Idle?
N-E input???

make sure all of the pulleys are turning..

mine did something similar when the fan pulley locked up.. only my puff of smoke was more than a puff as the pulley locked up completely and melted the serpentine belt off.
