Default First gen LS speedometer fix in Orlando area?

A friend has a first-gen LS400 with what sounds like the usual speedometer problems. She was quoted some outrageous kilobuck-range price to fix it, and I'd thought that was going to be the last of it - until I saw the discussion here.

If I was in the same area with her, I'd replace the three caps myself. Unfortunately, I'm in Minnesota and she's in the Orlando area (more or less; on the coast, actually). Any recommendations for someone in that area who will fix it right for a reasonable amount of money?

The problem is that she needs someone she can take the car to and get the whole job done, including removing and re-installing.

if she is mechanically retarted () then have her take it to an independant to take it out, ship it out herself, then when it gets back, have the independant mech. put it back in. the car will run without it.
