How do you take off the plastic thing around steering?

Default How do you take off the plastic thing around steering?

I narrowed down my wiper problem.It is not the fuse or the motor but the switch.I realised that the switch is the whole arm assembly that control the wiper turning on/off and intermittent.Is there a switch besides what I am indicating?
I tried taking off the top and bottom plastic thing that sits right below the air bag and goes around the steering column to get to the switch.Do I have to take off the air bag and if so it seems like I need a star tool to take off the airbagetc.. The write up is not in www.lexls.com or in any search.
My wiper does not work!!!!

You turn the steering to the 3 oclock position, and a screw will be noticeable at that angle. Same for the 9 oclock.

The air bag is easy and I need a special star tool to take it off but the plastic thing below the air bag and around the upper steering column is hard.I took off those two screws on the bottom of it but I can't seem to take off those two plastics that insert into each other.

OK, if your car is like mine... there are THREE screws holding that plastic part. 2 at the three and nine oclock positions (which you need to turn the steering wheel to get too) and one on the bottom (you have to lay on your back on the floor to see it). Thats it.
