tp1953,welcome to clublexus.
How many miles does it have on it,the timiming belt job should be done every 90,000 miles for that model.Check the previous matienece records.
Check for weird engine nosies and stuff like would sound funny, because the LS400's are very quite.]
Overall the LS400's are excellent cars no matter which model it is.

Buying a used car, ANY used car has dangers. Flood damage, poor body/paint work (if been in an accident), maintenance problems, abuse (past owner had teenage son that got to drive it  )
The best car would be a one owner car that had all maintenance performed at the Lexus dealer. Also, run the VIN at Carfax.com, just remember, a clean slate from Carfax is NOT a gaurantee. If the car was damaged and repaired without reporting to insurance or dealer it is POSSIBLE for major problems to avoid the VIN history.
Otherwise, standard stuff, non-smoker, no leaks, good brakes, good A/C, engine runs cool (temp gauge should stay PUT once warmed up regardless of outside temp or driving style. A southern car is better than a North East car (winter road salt bad).
Consideration, I THINK you can still by 97 models as Certified Pre-owned. That is how I bought my 96 and I have had suspension and brake work done at NO charge while I drove new or near new Lexus loaners...

Keep in mind that when shopping for something like a Lexus you can go a little higher on the miles and a little further back in the years then with other types of cars as long as the maintenance has been preformed. Lexus cars age like no other. Well, they should they have an entire "anti aging team" to their engineering and R&D dept. Each component of the car is designed not only to resist aging more than materials used in any other car, but that they age at exactly the same rate. Sit in a 1990 LS400 and a 1990 anything else, what looks newer? The Lexus always. I've seen very few old LS400s that look at least to me more than 3-4 years old or so.
Thats why I had no qualms letting my office buy me my LS400 and driving it for 2 more years, because it still looks brand new inside and out.
