How to properly raise Idle on 95 Lexus LS400?

How to properly raise Idle on 95 Lexus LS400?
My idle is a bit low around 450-500rpm. I would like to raise it up to about 700 How will I go about doing that? What are the steps?

My '95 idles really low too. I've cleaned my tb, have pretty new plugs, used injector cleaner, etc. My IACV works fine because my car idles at 600-700rpms with the ac on. How does one adjust the throttle body? I can seem to find any info in my repair manual about increasing the idle speed.
Sha, perhaps the 98-00s idle faster because my repair manual says that my '95 should idle at 650 rpms +/- 50rpms.
