When it does not blow air is the compressor running? If it is, then narrow it down to the blower motor or its electronics. If the compressor is not running when you turn the ac on and it doesnt blow air, then it is probally the hvac system in general. But you cant really troubleshoot unless you have a electrical diagram. Check your blower for a restriction or seizing.

Without a wiring diagram it is hard to troubleshoot. You can verfiy there is power to the blower, if there is...... then take an amp reading to see if it is drawing low or high amps. This determines if the motor is seizing if it above fla amps. Or if it is low amps maybe the squirral cage is loose on the shaft and is spinning freely.

If there is no power to the blower check the relays and curcuit if you have a diagram. A relay may intermidently get stuck open killing the power to the blower.
