Check your drive belts and the timing belt. One or more of them may need some lubrication, or are getting old and need to be replaced.

Does it ever go away as the car heats up? Do you know for sure its not the power steering?

Default I have a whinning noise !

My car makes a whinning noise, I don't drive it alot though. When i do maybe for 5 or 8 miles and thats it. As im driving i can't here it at all, only when i first start it. When it warms up the sound goes away. Could it be because i rarely drive my car, also i keep my car outside as opposed to in my garage. It runs great no problems there it just whinns until its warmed up. Again i can' here it when i drive my car.

Default Whining Noise

It's probably the A/C compressor. Try turning it off, and see if the noise can no longer be heard.
