Yes, I agree this issue should have been corrected if it was a widely known issue.

I was told that my 2007 LS460 actuator brake "noise" may be remedied if you change the brake fluid. Has anyone done this?

I think this could be due to air present in the braking system that may get addressed when you replace fluid and bleed the brakes again. Hard to say as a problematic brake actuator makes noises inconsistently, and then will get worse over time

I paid $200 to bleed the actuator, noise was gone for 3 days then came back. Very annoying!

Then it's probably a problematic actuator

I had my actuator on my 08' replaced under CPO 3 weeks ago.
On Monday my pedal traveled to floor and the "Brake Malfunction" message flashed.
The dealer called me today. It needs a new actuator.

I am having the same problem with my Lexus RX 400H 2007, I filed my complaint. I also saw this topic here where they are saying that there is a recall. I can't find the recall though.

Get your faulty Brake Actuator replaced for FREE regardless of mileage before Dec 31 2017 OR max 150,000 and 10 years:
I suggest getting it done before Dec 31 2016 to be sure...Note the Primary Coverage vs. Secondary Coverage conditions.

Per the April 2016 Warranty Enhancement Program - ZLG, which says in part:

"This Warranty Enhancement Program provides enhanced coverage to the vehicle’s “New Vehicle Limited Warranty” as it applies to the Brake Actuator Assembly. The specific condition covered by this program are repairs related to an internal malfunction of the Brake Actuator Assembly. If the condition is verified, the vehicle will be repaired with a new Brake Actuator Assembly at no charge under the terms of this Warranty Enhancement Program.

* The Primary Coverage offers warranty enhancement until December 31, 2017, regardless of mileage.
* After the Primary Coverage end, the Secondary Coverage is applicable for 10 years from the date of first use, or 150,000 miles, whichever occurs first.

This coverage is for warranty work performed at an authorized Toyota dealer only. It is subject to the same terms and conditions set forth in the New Vehicle Limited Warranty Section of the Owner’s Warranty Information booklet. For example, damage from abuse, an accident, theft and/or vandalism is not covered by the New Vehicle Limited Warranty or this warranty enhancement."

A 2009 Service Bulletin also mentions issues with the Brake Actuators in the LS 460 and refers to an "improved part", clearly demonstrating Lexus was aware of the faulty part... (L-SB-0178-09). The New part number should be verified per Warranty Policy Bulletin 16-01 (released April of 2016).

NEVER accept the advice to live with brakes that do not function properly. This is dangerous and irresponsible. Hence Lexus' decision to make good on this issue
= It is not normal to get pedal shudder and brake linkage noise when softly depressing the brake pedal at any speed or while sitting still.. Regardless of Make or Model.

Lexus has pre-emptively offered a special Warranty possibly to forestall an inevitable Recall and/or Class Action litigation action:

- Lexus acknowledged in 2009 that the Actuators were faulty and manufactured an "improved" part (Service Bulletin L-SB-0178-09).
- There is now a special Enhanced Warranty... Warranty Policy Bulletin 16-01 (released April of 2016):
AKA Warranty Enhancement Program - ZLG.
- If you run into problems with your local Lexus do not be afraid to call Lexus USA at 800-255-3987.
(My local Service Writer and Manager both disputed my research. I called Lexus USA, and due to the lack of knowledge and cooperation by the local dealer, the Lexus USA rep called the local dealer direct for me while on hold to inform them of the Warranty Enhancement. An hour and a half later I get the call back: "It's been drawn to my attention...we're ordering the part now...sb done by tomorrow...no charge".

Also, the 2009 Service Bulletin L-SB-0178-09 says "Some LS 460/460L and LS 600h vehicles may exhibit a knocking and/or clicking type noise from the brake actuator during light brake application when coming to a stop or when depressing the brake pedal while the vehicle is stopped. An improved brake actuator has been introduced to correct this condition."

Check my post / story of how my break actuator failed… almost caused head on collision.

It seems your unfortunate situation is a rare occurrence. At least in 2015 when that post was made. But worth taking note of.
