I have a 2007 lexus Ls460 I am wondering:
1.What is the torque on the cylinder head?
2.what is the torque on the connecting rod?

Torque is the rotational moment of a force (engineering speak). The cylinder head, if I understand you right, is bolted to the block and has no torque applied to it (fuel/air detonation impact, yes). A connecting rod travels or strokes in an up and down motion, so the dynamic loads applied would be tension and compression. The pin connection at the crankshaft and the cylinder would zero out any torque. The torque you may be interested in, would issue from the crankshaft, and those numbers are published by Lexus.

This is going back a few years for me, so I hope it answers your questions.

I agree with Burnaby. The only torque involving the cylinder head is the torque used on the bolts connecting it to the engine block. You'd have to consult the service manual to find out what that is.
