Front License Plate Holes
I wish car manufacturers would not drill front license plate holes for delivery in states that do not require front license plates. Any way to handle that problem with Lexus? They are ugly if just left there. You can put plugs in the holes, but the plugs are black and look only a little better. You can paint the plugs with touch-up paint but that still doesn't look as good as the smooth bumper. One of my pet little peeves. Any suggestions?

You may have a plastic specialist refill the holes, then have the bumper repainted.
Replace the bumper and have it repainted.
Mount a display tag with a name or picture and live with it.
How much do you want to spend?

I can't see spending $100... I'm wondering if the holes are drilled at the factory in Japan or by the dealer. If the later, maybe I can head him off before the dirty deed is done.

I think it is the dealership that mounts the tags, front and rear.
Now, your assuming people at the dealership actually talk to one another.. Don't depend on it.
Sometimes if you can get it in writing and put the purchase of the car on the line, they might make an exception in your case. Money is always the biggest talker.
Usually, it's someone that drills "all the new cars". It's their job, ya know. There is usually a small dimple on the bumper to guide the drilling.

when you order your car (if it's not in the lot yet with the license plates drilled in), tell them you do not want any holes on the front bumper. they might have you sign a waiver but you don't care
that's how i got my sc430. when i order my car (it was coming from japan), i asked for no plate, and i signed a waiver.
so talk to them, i am sure they can this simple thing to earn your business
