Default Replacing Belt Tensioner - removed bolt but cant get off, something im missing?

I am changing out my belt tensioner and i have removed the only bolt that i see connected to it but it still will not come off?
Am i missing something? have done this on other cars and had no issues? thought it was odd it only had 1 bolt so i assume its something i am missing?

Thanks in advance for any input.

Try tapping it with a light weight hammer........ Could be seized onto the mating surfaces.

Tried a zillion times but no luck.
just took a pic is this some type of hex bolt in the center holding it? Tried all the hex i have amd nothing fits anyone happen to know the size?
or is that even a bolt? There is a hole there on the replacement so i assume it is.
