The click is not an issue and is a characteristic most of us have learned to deal with. there is no safety concern. FWIW, my wife's 2012 CT200H makes the exact same noises. The actuator is a more complex version of an ABS system and is computer controlled.

If you don't have those lights/codes, it means it is functioning properly. Your car - and every car - is being constantly tested by your car's computer while you drive. Every system goes through these tests constantly while the vehicle is operating, it needs to fail a certain number of times before a light is thrown on your dash and it needs to pass a certain number of times before the light is cleared. The computer will store failures in its memory, but I'm not sure for how long and it doesn't mean the system is faulty right now.

Well I imagine those prices will be dropping soon, seeing as how now Lexus will replace them for free. I've watched some of those prices on eBay regarding the actuators, a couple of years ago they were around $700, but a higher demand brought the prices up. I imagine they'll be dropping quite a bit, but you never know.

You guys who learned to live with the "clicks" (and crunching and grinding?):
I went through 3 actuators on my 2007 LS460 and I'm on my 2nd in my 2013.
My question: would you have bought the car if it was "clicking" on your test drive?
I would've passed. Therefore, Lexus should fix the problem. Simple.

If you need to turn your rotors every 15k miles due to pulsating, then you need new rotors, you're wasting your time cutting them. Cutting rotors does a couple things...it removes metal to stop a pulsation...and by removing that metal it actually increases the chances you'll get another pulsation. When you remove metal the rotor can't dissipate heat, which leads to excessive lateral run out and parallelism (pulsation). Get new rotors. My rotors have 80,000 miles on them...not one pulsation, but as soon as they do I'll replace them.
