Parking lights as they like to name them.
They illuminate the high beam shell, giving it a nice look. I switched the original bulbs with white LED's.
You can see the difference. Especially at night.
The passengers side has the new LED, drivers side still has original bulb.

2) Takes like 5 minutes, just remove the black plastic cover that covers the edge of the headlight. And you will have straight access to it. If your hands are tiny enough you can do it without taking the plastic cover off.
You'll see a wire and a plastic clip on that attaches to the headlight right over this bulb we are changing. Twist counter-clockwise and it would pop out, take old bulb out, put new bulb in. Reverse steps.
3) Nope, nothing.

"front position lamps" aka parking lights; required in Europe and Asia, I suspect that Toyota feels it's pointless to make a different set of headlights for American builds.

possible, but as I said, they are required in Europe and Asia. so I doubt Toyota went about making anything different.
if you look up the lighting requirements for most of Europe and Asia, that light has a requirement to be on with and without the headlights, and it has specific output and color requirements that LEDs may not meet.

the front position lamps are required designate the width of the front of the vehicle, and must be a light independent of the headlight and turn signal (where in the USA parking lights and turn signals can be dual filament bulbs), and the parking lamp must be a different independent bulb.
additionally if you look at section 5.7.1.1 it indicates that the color of the position lamps must match the color of the lamps that they are required to be activated with (i.e. the headlights), therefore they cannot be an LED they must be a halogen bulb similar in color to the headlight bulbs.

I thought they were called clearance lamps. I replaced mine last year...actually I replaced ALL of the front end bulbs except the fogs.
