Default Refinish Factory 17's??

I have the plain jane 17" factory wheels 2004. There is normal wear and some tiny surface bubbling. But what is even better is that I have scuffs from the previous owner that are down past the silver.

I am interested in having them refinished. That being said, we all have a budget so I dont want to drop hundreds per corner on my 04. I looked at Powder coat- they have a 2 step chrome type finish I would like. I am in IL so we have salt, snow, cold, heat - so the finish must be tough!

Have guys refinished factory wheels? Do they need to be blasted etc first?

Any pics or advice?

PS these are aluminum as factory wheels, correct?

TIA folks!!
