Headlight washer on left side not working

Headlight washer on left side not working
Hi, I'm in Ireland and have a 2001 LS430, spec should be same as over there except a couple of minor changes like the wheel is on the other side 
.
On the left side, (your drivers side) the headlamp washer is not working, right side is working fine. I can hear noise on the left side but I am assuming it's the pump, when the switch is pressed there's no movement at all from the left side.
Could there be a blockage within the actuator or has the actuator failed? Has anyone got any ideas what it could be, a replacement actuator is quite expensive and not easy to get as a used part. Is there an alternative Lexus model that shares the same actuator which might be easier for me to source the part?
