Default Need help, 91 LS400, code 71 using excessive gas

Did a code check after check engine light popped up and im getting a code 71, im using twice as much gas on the highway right now, ive pulled the EGR valve off and cleaned it with maf cleaner but still getting the check engine light. any ideas on what the issue could be? im testing the valve this weekend to see if its stuck in the closed position or if its operating properly, any other steps i could take to resolve this issue?
