Default horn wont stop help me diagnose

Hey guys i just bought this 95 ls400 1 month ago and one day i went to hit horn nothing so i waited til i got home and i said oh guess its bad fuse. I saw there was no fuse at all. So i put a new fuse in and it wont stop so loud to constly stuck on horn . So then i scratched my head and said maybe its the master relay fuse i changed that. Yess it works. ! I get in start the car tested it out works perfect. I cut the wheel to the left and horn comes back on and wont stop. So now im forced to take fuse back out. Any idea what could be wrong?

Could be the clock spring for the airbag but it usually stops the horn from working.

That happens when the insulation of the clock spring becomes poor.

Yes, it's the best but sometimes you can fix the coil spring applying a silicon RTV to the leaking point, if the damage is very limited.
