Puff of white smoke at start up
This is in regards to a 1999 LS400 with 150K miles.
I've read a bunch of posts about steering fluid getting sucked up into the intake and getting burned during start up for 1990 - 1994 cars.
Does this still hold true for my 1999 LS400? If so, is it the same fix? I have no issues with power steering.
If not please let me know what is wrong or how I can fix it?

yep 98-00 still have the air control valve. very likely PS fluid is leaking inside as with all white puff of smoke at startup cases. either bypass it or plug it up. o-ring replacement is just for leaks outside of the pump, not internal which causes the smoke.
