Default Quick question regarding key less entry

I am having trouble programming a spare fob for my 96 LS and I'm wondering if it's because I have a faulty (passenger side rear) actuator. I can get through all the steps of the re programming procedure except the final one. Has anyone else had this issue at all?
If you can offer a solution to my dilemma, and live in the Greater Sacramento area, I will professionally install your Christmas lights FREE (i supply everything ).

I had this problem on my 98. All the door lock acuators work on my car but after locking/unlocking 5 or 6 times one would slow up and mess the procedure up. After trying for what seems like 3 months (realistically like 1) I tired to do it manually. Boom! Worked perfectly.

I finally got it to work. Big thanks to eld4au6 for recommending the manual door cycling. The weird part is, when I removed the key after doing the last key step (turn key to on position once ,then remove) I heard an audible chirp like it was armed, and it was I pressed the lock button on fob, and all was set. No closing and opening the door a final time. Hope this helps someone with a faulty actuator.

Glad it helped. You can imagine my frustration after sending my ecu off and buying new master keys(remote and key together on 98+) only to have no keyless entry still. I felt like I had solved the enigma code when I heard the alarm chirp.
