All plug wire routing is based on the diagram that Cowboy has posted above. Checked and rechecked as per the diagram. 2, 8, 3 and 5 on the top coil, and 1, 7, 4 and 6 on the left lower coil.

Sorry, but I take offense when someone asks for a photo of a plug to define wet. Like I said, not a professional, but not a first time stooge either. I know cars, very well, so I guess I take it personally when someone questions my definition of wet. Sorry.
All of these have been covered in the previous posts as well.
All coils have been checked and rechecked, all wiring has been checked, ignitors have been bypassed and fired, ecu has been bypassed and replaced.

I'm sorry to be this **** - feel free to punch virtually - and I believe it's still just a typo in your post but plug lead order on the driver's side cap is not 1-7-4-6 but 1-7-6-4.

i have a 94 ls400 as well, i had a code 13 for a while and couldnt figure out what it was. I thought it was
a ECU issue so i had that fixed and it still appeared. My car ran like complete crap though.
I checked timing multiple times, checked for power, replaced everything that had to do with spark.
I ending up finding the wire to a Cam Position Sensor was pinched between the plastic cam cover and
the block where theres supposed to be a piece of rubber. It also didnt help that the sensor went out as
well. I see you said u already checked the wiring but probably wouldnt hurt to double check and Ohm
out the sensor and check the wiring for any flaws once again. Good Luck!

the most common cause of all of code 13, is jumped time by just a single tooth on just one cam, but that doesn't match the pattern of wet vs. dry plugs following the coil, that you mentioned

Timing was off, something fell down into the timing belt and made it jump time
