A/C fans not coming on?

A/C fans not coming on?
I thought the car was low on freon, because the compressor kept cycling on and off. It only does this at an idle when you start it on a cold start. After you have driven the car for a bit the A/C blows ice cold (because the compressor stays on while moving)
So I've narrowed it down to the A/C fans in front of the condensor. They are not coming on, and not cooling the condensor which is causing the pressure in the A/C system to be high and the computer keeps shutting the compressor off and on. Hopefully I'm making sense here?
I've checked all of the obvious things like fuses. The fans ARE plugged in and they were working before (not sure when they stopped). I do have two electric fans for the radiator, and if I turn them on with the override switch the compressor will stay on and work just fine.
So..... Anybody have any ideas as to why the fans are not coming on. They should come on as soon as you turn the A/C on, right?

have you checked the engine coolant temp sensor near the passenger side coil as well as the fan temp switch that is mounted in the bottom left hand side of the radiator as well as the high pressure switch in the top of the dryer?

I'll do some more searching around. I tried but didn't find my answer.
I replaced the temp sensor by the coil a few months back. I'll look into the temp sensor on the rad. I didn't know there was one on there. Does that control the fans for the A/C?
Now, in my head.... I feel like the high pressure switch would be working fine. When we had the A/C gauges hooked up to the system, the high pressure side was high when the the compressor was kicking on and off. As it was doing this (with the gauges hooked up) I sprayed the condensor with the water hose and it the compressor kicked on and stayed on. When sprayed, I'm guessing the pressure dropped and the sensor said "go ahead and run"
