no air blowing can be the following:
1. blower fuse and/or relay
2. blower motor (give it a sharp whack and if it comes to life, it's bad)
3. ECU issue
4. blower resistor
5. the control panel and/or its circuit board
get a 2 day membership to to the factory's Toyota Information System for $15, and download the appropriate factory service manual section for your model year and go through the troubleshooting steps.

Blower Motor / A/C Clutch
1998 LS400 - My A/C clutch is failing, but up until today the A/C had been working, just making bearing noise. Today I had the blower motor on just blowing air (not A/C at the time). Hit the A/C button and the blower motor completely quit. Found that the fuse under the dash had blown and replaced it, still no blower. I know there is a relay and I think it is a small black cube in the fuse panel under the hood (marked heater on the panel diagram?). Has anyone heard of a failing A/C clutch taking out the blower motor when the A/C is switched on? What else should I be looking for to just get the blower motor working again? Thx
