I don't think your temp gauge is sweeping correctly. If the indicator stops where you say it does when the car is off it is not returning to 0. The needle should be resting at or just a hair below the C on the temp gauge when the car is off or key on / engine off.

My 90' has a similar issue with the temp needle. It stays above cold when the car is off and when warm sits slightly above the middle mark(where middle would be if the cold was where the needle rested). It has never gotten better or worse but last week the tach stopped working with what almost seems like the opposite problem. The needle fell way below 0rpm all the way to rest on the bottom of the cluster and now doesn't move at all unless I'm revving high like 4krpm it jumps a little.
I personally think whatever secured the mechanisms for the needles behind the dash is failing causing the needles to go out of alignment.
But that just a theory.

Sounds like the LLC is not circulating. Since you have already replaced both the water pump and the thermostat, what I worry about is the clogged radiator or the foreign object in the hose.
Did you check the water flow there? it can be done removing both hoses and pour the water from the upper hose. The water should be coming down and coming out quickly.
