No, it is drive by wire and computer controlled. The throttle body functioning just a little via the cable is part of the limp mode.

I suggest you have someone, in person, who knows a little more about cars help you. Start with reading any engine codes and go from there. If the engine is turning over but not starting then you look at fuel, spark, and the components that control it including the alarm system, which includes an immobilizer.

All right charged my battery full and took it to Autozone to check codes. Nothing. But started up like a champ today. So hopefully it doesn't do it anymore. Crossing fingers.Thanks fellas very very appreciated

its supposed to be like that. '98-00 are drive-by-wire (that's why there's a couple huge motors attached to the throttle body).

The cable is a backup, a fail-safe. Only opens enough to get the car to the side of the road.

You need to scan the codes.
