How about my vacuum modulator filter, I'm not getting any suction through the line that comes off the vsv into the vacuum modulator.

u wont unless the car is warmed up and above idle speed. if ur still not check vacuum lines..even then u would have code 71

Default any new results on Smog?

Hey dtLS400, did you end up finally passing the test? I recently failed the California smog test too. I'm gonna try the simple cleaning and then do a retest.

My measured numbers:
15MPH
CO2 14.7
O2 0.1
HC 52 (max 71)
CO% 0.14 (max 0.48)
NO 480 (max 524)

25MPH
CO2 14.7
O2 0.0
HC 8 (max 54)
CO% 0.02 (max 0.38)
NO 597 (max 481) - Failed

Currently my car does idle low, at about 400-450RPM

extremely rare for cats to go bad on LS400

I even abused mine horribly by driving in "limp home" mode and getting them red hot for months before finally fixing my ECU capacitors, and I still didn't kill them

Except for CO2 and O2, the remaining readings are high. Get the EGR valve cleaned/replaced and do the PCV valve too. Check plugs, ignition wires and air filter.

Based on this.... recommendations above are right in-line... but
What about the seafoam trick to clean out the carbon deposits...Perhaps that's all it is.
For a can of seafoam and some time...it's worth a shot.

Toyota cats rarely(well OK, they do go out on Prii on occasion) go bad, I've heard they have more platinum and rhodium than most other OEMs.

Check the EGR - this time see if the EGR valve opens up if you apply vacuum to it. Yes there is an EGR temp sensor in our cars but manually actuating the valve is still the best check. If you want to do a de-carbonizing, don't use SeaFoam - it's basically light mineral oil and IPA. Use a top-engine cleaner/combustion chamber cleaner from GM/Honda/Chrysler. In CA, go to a boating store and get Valvtect Marine Motor Decarb. It's the same thing.

Also, how's your cooling system? And this is an old Mercedes trick but spray carb cleaner or WD-40/fogging oil on any vacuum connectors and the joints on the intake manifold to check for any vacuum leaks.

I unscrew that nut on the top left, and there's one somewhere underneath those hoses to take it out?

I think you should follow the EGR testing procedure in the factory service manual!

i just got my 1992 ls passed washington smog! check that egr tube it was a problem for me. but also i passed emissions with pretty much no catalytic converters...?!
