It looks to me that the timing indentation mark on the right cam pulley is at the bottom which is way out.
This may help
http://www.lexls.com/tutorials/engine/timingbelt.html
As for the belt direction it should have a direction arrow on it indicating the which way it should be fitted ( normal engine rotation direction) and also timing marks on it which should line up to both cam pulleys and the crank pully.
A bit late now but it is a good idea to mark the timing points with correction fluid before removing the belt.

well you still have that ring thing belt guide attached to that pulley so we can't see

are you sure these are both the real OEM pulleys? - they should be identical and they are not

also, the marks on the timing belt are a help in verifying the installation, but they really are of no consequence, the car doesn't care

PS - why are the valve covers off?
would be a great time to replace the spark plug hole seals!

the valve covers were off because the idiot that did my timing belt before did it wrong and it got bent valves.

then the cam pulleys need to be verified that they are installed correctly, and also the crank pulley must be verified the same way (i.e. you need to verify that the TDC mark on the crank when at the 0 timing mark really is at TDC by inspecting cylinder #1

this is a stock design.

here is how my gears lined up when i did my tbelt on my 97. you need to have the front valve covers to show the markings if i'm not mistaken.

yeah, I never even noticed the pulleys are made different before - weird

you need to have the front valve covers to show the markings if i'm not mistaken.
that still doesn't explain the lack of a mark on his driver's side pulley, or is that the mark on the bottom of the pulley in the pic, hard to tell

mark is at the edge of the pulley like a little hash mark or grooving. check the back of the pulley as well.
