'99 for $11,999
While commuting today, I drove by a Lexus dealer and they had a Atlantis Blue Mica LS400 parked on the driveway. On my way back, I stopped by to look. 106K, interior is pretty clean, wheels were nice clean chrome 5 spokes. Only thing that kinda puzzled me was the ride height. Back end was about like mine1-2 finger gap but the front was about 3 finger gap. I didn't look to see if it was on air or if the prior owner had put some lowering springs in it. It didn't sit right to me.

99 wouldn't be offered as a CPO car; too old.

this.
the low mileage is what makes the price of that car, a comparable one with the ~180,000-200,000mi that would be average for that year would probably be closer to 8-9k retail.
I'd say if there aren't any other problems with the car and the timing belt water pump were just done, it would be a decent buy around $10.5-11.25k tops. Subtract if the rear airsus. is blown, rear springs are unlikely, but would be a cheap fix if all you want is stock height.

I have noticed on ebay that low mileage LS400's located in California seem to command a 2 or 3K premium over other areas of the country, especially the 98-00 models

I have bought 3 99 LS's, still have one, paid 6500 for 2 of them and 7000 for the other. one had body work and I sold it first, then sold another to put some $$$ back into the bank when I found a 96 for 2700$, and to complete the story I sold the 96 to get a Sienna to haul my Shopsmith's around in.. my point is anything over 7000 is too much.

regardless of it's CPO status, get a full PPI done by someone other than the dealer who is selling it.
i dunno, when i was looking at 2LS's before buying mine, of the 5 I looked at 3 of them had at least 1 broken rear spring. all were broken at the strut mount and all that had a broken spring also had leaking shocks.
careful negotiations can be done to bring the cost of the car down enough to cover a full new spring/shock combo or even coilovers if you demand the price of OEM parts!

I'll give a full intro soon but I just bought my 99 LS400 with 83k in AZ for $9,800 out the door. The car was a one owner, in great cosmetic shape (a few scratches on the bumper), and just needed to catch up on some fluid maintenance. It was at an independent dealer and they had been sitting on it for a few weeks and wanted to get rid of it. I think they originally listed it for $12,900.
The craziest part to me is how many people would rather buy a new $18k econobox instead of getting the luxury of an LS for $10k and buy 10 years of premium gas with the remaining $8k!

Well, in the case with my car (1999 Imperial Jade Mica LS400 w/ 88k miles), the dealer advertised around $11k or so and my father managed to work him down to $7.7k over the course of a few days. He ended up driving off the lot, only paying $7k + tax and dealer fees, but then again, we live on Florida, so things might be a little different, in terms of pricing, on the West Coast.

I bought my 99 LS400 with 138k back in October 2011 for $5200. Needed a starter, timing belt, water pump, etc. Put about $2k into it. Been running like a champ though and is super clean. I couldn't be happier. Will drive this until I can afford to throw down on a 2005 LS430...but by that point I may just for the 460.
