93 running cold
At around freezing 32deg what should the gauge inside the car be reading? Mine is getting down to just about C (cold). When I finally stop the idle is high as when it's first started for warm up.

Regardless of the outside temperature the coolant temperature should still be midway between Cold and Hot when the car has fully warmed up.
The engines are alloy so warm up quite quickly.
Is your heater giving out warm air?
You need to determine whether the engine is not warming up due to a possible faulty thermostat and the gauge is therefore showing correctly or whether the engine is running at a normal temperature but the CTS is giving incorrect information.

I would strongly advise replacing both the Engine Coolant Temp Sensor (ECTS) and the gauge sender right beside it, so that both the ECU and your cluster gauge have accurate temp info, this makes diagnosis much easier, is an easy and cheap repair, and may well solve the problem itself!
