Tilt steering inoperable on 1998 LS400

Tilt steering inoperable on 1998 LS400
Dear Fellow Members,
I just joined, but have been unable to find a solution.
Recently, I had to replace my car battery; after I did, the tilt function would no longer work. When I push the ****, all I hear is a grinding sound.
Anyway, in my attempt to effect a repair, I removed the cover on the steering column, then removed the metal plate that covers the plastic gear and wheel. After removing the small nut and washer from the top/center of the blue wheel, there was yet another "oval-shaped nut" that I was unable to remove. It appears that I have to remove that before I can try to pull the wheel out to align with the gear.
Any advice, insight or photos will be much appreciated.
