I'm aware I'm reviving an old thread

Yamae, have you made any progress regarding to reading the codes on a Celsior?

No progress at all since I don't need to do any to my ELM327.
I now can use S2000 compatible scanners for free at my local shops. Those shop owners find me a guy who can do some when they are in need of helps related to ECUs or electronics units. In return they allow me to use their equipments and tools. We are helping each other.

Ah right.

Do you happen to know if the Toyota mini VCi TIS Techstream will work on the Celsior?
My 1999 Celsior throws the CEL from time to time and I like to get the codes pulled.

I haven't tried it and I don't know it works on the Celsior or not but according to a guy who posted below, it worked on his Toyota Crown GRS184 (Year 2003 model). He also wrote,"昔のプロトコルでも繋がるようです". In Japanese, "They say it communicates with the older protocol".

Slightly off topic - do you know if the ECU capacitors listed for the 1999 Ls400 are the same for my 1999 Celsior?

I also tried to pull Codes from my 1999 LS 400 (European Market Model), which was impossible with OBD II Readers. I did some research on Diagnostic- Tools which also can communicate with pre- OBD II protocols and finally found one from Autel:

This Tool works with my LS 400 and might also work with other LSes / Celsiors which are non USDM- Models.

No additional wiring is needed for MK IV Models as they have a DLC3 Connector which is the same one as OBD II Connectors

Regarding the TCCS TC and E1 bridge. Is this done on the diagnostic port under the dash?
If so, do you happen to have a picture of the TC and E1 specified on a 1998/1999 Celsior?

Attached shows those 2 connectors of 98-00 Celsior. The DLC3 (looks the same with OBD-II) connector is under the dash and the pin CG is the same as E1. After bridging TC-E1 or TC-CG, turn the ignition switch ON and read the code at the indicator "SNOW".

Aha. I managed to find the pins and connected as you pointed out.
DIAG shows on display and I have been sitting there waiting for it to show any codes

So I just count the times the 'snow' flashes?

EDIT: The ETC SNOW flashes at a steady pace continuously.
I get the CEL after about 10 minutes of driving. When switching engine off and on again the CEL has gone. Does that mean that the code has also been erased?

The repetition of the flushing every 0.5sec means no error code. Sounds like the code is not stored or erased.

Sorry that I haven't tried yet to read at that condition. The manual says, "at ON position" in a JDM manual. Nothing is written about at running engine.
