Default No holes to mount front license plate

I bought my 99 LS400 a in April this year from a dealer and it didn't come with a front license plate. I didn't care to have one put on until I got a ticket recently citing its a violation to be missing the front plate. This is when I realized the holes on the bumpers are not actually drill through, they are just indentations for where one would drill holes at. I can't imagine that the previous owner drove the car for so many years without a front plate so I am wondering if anyone could give me some advise on how I should mount a front license plate on my bumper without drilling holes in it? And if drilling holes is the only solution, what type of mounting bolts or nuts should I use and where could I get them at?

License plate brackets attach to the front bumper and the license plate attaches to them. My 2000 LS400 doesnt have holes in or license brackets on the front bumper since I live in Kansas which does not issue front license plates.

I suppose you could try using zip ties to attach the license plate on the slats in the bumper but that might scar the bumper.

Double sided tape is your friend.

Just double side tape the license plate on, take a picture, and bring it to court. I believe it's only $10 (?) to have it signed off.

there are minimum requirements before it's considered "permanently attached". double stick tape and zip ties generally arent enough to get signed off in cali any more.

Bell adjustable bracket is what I used on my bumper.
Autozone sells it.. Less than $15

Kansas....much appreciate the toyodyi site. That was most helpful and I am going to order those OEM brackets to mount the plate the way it was meant to. Meanwhile, I am seriously thinking of trying double sided tape. But if I lose the plate on the freeway, I hope it doesn't cause an accident! LOL.

Pretty much what he said. But it's hit or miss. Some cops won't care and some will when you get it checked off.

I used double sided tape on my Corrado for the front plate a couple months back when I had to get it signed off. He said it was good to go and as he walked back into the station I removed the plate and put it back in the trunk.
