Default seatbelt help!!

Hey fellow lexus lovers, My LS400 seatbelt on the front passenger does not retract when It is extended. However when you turn the key to the off position it retracts just fine. I hope it is an easy fix, but, being a lexus i know better, any help is wlecome. thanks

Yes the seat belt comes as one complete unit, it also has the SRS gear (seat belt pretensioner) in there so don't try to take anything apart on the whole mechanism and make sure the battery is disconnected and then leave the car for at least 30 minutes before starting work on removal/refitting the replacement.

make sure if you buy the belts used that its properly removed before shipped or removed. in this image the belt mechanism shows the procedures. the belts can discharge and lock up if not properly removed

Any more info? Neither of my front belts retract fully, or really have any tension, I called my Lexus dealer to inquire about warranty (Nissan where I work has lifetime warranty on seat belts) and they told me it was 8/80. I have a 1990 with 264k on it, way over that time period. I called that number, option 3 is to submit my experience about a dealer?
