Default Power steering capacity help!

I am finally putting the P/S pump back in and now I am filling it and I looked for older threads on capacities and I found that 1.1 quart is the amount but I put in almost 2 quarts and the reservoir is still empty. Everything is bone dry underneath. How much does it take? Feels like a bottomless pit.

Thanks Billy for the post. I did see that and was very help full. I had put in another quart and it seems to fill. I did put in some Lucas P/S sealant since I put in the old pump and it seemed to make it worse. The pump started to make noise. I let it sit overnight and ran it for a while with the cap off to get as much air out and it seemed to get more quite for now. Tonight I will drive it around to make sure I get all the air out and check for leaks.
