Default Cam Sensor

I am looking at a 95 LS 400 to purchase. Car has 102,500 mi. Owner says it needs a cam sensor and the cluster flickers. Does anyone know if changing out the cam sensor is a DIY project. Where is this sensor located. I see several on E-Bay but they have different looks, Also how difficult is it to remove the cluster. ANy idea what I should pay for this car as far as market value? Interior and exterior is according to the owner excellent. Any info greatly appreciated.
