Default power steering fluid, need simple confirmation (read the bible)

93 ls400

ight so as the power steering bible says im having problem number 1 (whining on turns).

so i checked the fluid and it appeared to be bubbly and "soupy" but full, and the dip stick thing was fully covered.

is this normal?

Is it just air in the system? If so, to bleed that out you need to turn the wheel all the way one way, hold it a few seconds, then turn it the other way all the way for a few seconds. Repeat a few times.

Dexdron is fine to just add to the p/s it mix's with the old fluid and is compatable you don't have to drain it, but it won't hurt if you do.
