whining noise when turning?
i have a 1992 ls400 and lately since it has gotten colder it has started to make a loud whining noise whenever i turn, like it is low on power steering fluid or there is air in the lines. when i checked the reservoir the ps fluid level was fine, and the car leaks no fluids at all. the serpentine belt is frayed and squeaks whenever the car is on, could the frayed belt be the cause of the power steering issue or is it something more serious like the rack and pinion?

I add more power steering fluid and it goes away. Is the car leaking? I know the gaskets on the power steering do go. Getting used to the little noises on the cold mornings.
