"Groan" from steering rack?

"Groan" from steering rack?
Searched a fair amount, did not find this same case addressed anywhere.
My 1992 is leaking power steering fluid slowly. I think it's through the rack, not the pump. The reservoir is full. So anyways, the noise sounds like a squeegee across glass or a light shudder. It only happens when I turn the steering wheel 50% or more to the right (from center); never happens when I turn left or come back center. And it only happens when the wheel is being turned (if I hold the wheel steady, there is no sound). Plus, the noise happens with the car off and parked.
Any suggestions? Right now, I'm not sure a power steering fluid drain / clean debris and filter / refill would help anything. How much would it cost to get the rack replaced? Thanks for any info you've got.

I have a 94 Ls and I was told by Toyota dealer, $1015 for the rack to be changed out, thinking it might be a littler cheaper, that's not my kind of cheap. My problem is at 40 mph when you apply the brake, there's a knocking sound at the front left wheel. I changed the tie rod and it still does, when I get the time I'll change out the rack myself. I seen them on e-bay from about $165 to 300 something.

I just posted a few days ago some photos from replacing rack, pump and high pressure hose. Turned out the leak is high pressure hose, but can't hurt to rebuild the rack/pump (or get rebuilt ones). Total with 5 hr labor was about $600.
