i want to replace mij air suspension for normal suspension
can someone tell me if the normal suspension from a '91 ls400
fits a '95 ls400

It might fit but...the stock spring rates and strut valving may not play well together. The UCF1X and 2X were cross compatible in aftermarket coilover systems but putting the UCF2X into a 1X was not possible due to length. The 1X series were shorter basically.

PD would know more.

Are those good for replacement struts/springs for a non-air suspension '95-'00 LS400? Or is it only a conversion kit?

You can probably find some stock springs and use the Bilstein HD's with the top hat. Good ride character with a bit firmer valving and you'll have the lower perch. With stock springs that will give ~1/2" drop.
