Like valves in the cylinder head, (i.e. Intake/exhaust)? The best bet would be Toy/Lex, like sewell and what not, however some else might be able to help you out, like a local engine/cylinder head repair guy. There is a company called Cylinder Head Repair here in Minneapolis that is awesome with just about anything engine machining, valves, etc. However I am sure there is someone more local to you that would be just as knowledgeable and a little less expensive on shipping.

how do you "test" them? please elaborate....

1uz motor commonly are in need of having the valves reshimmed but i've never head of anyone BENDING a valve that hadnt hydrolocked, detonated, or snapped a timing belt...

This has been a remarkable read so far.
I was thinking, guides totally shot? Is this a head on the bench or fully installed?

guides are a possibility but are somewhat rare on the 1uz in terms of wearing to the point that there's a noticeable gap allowing them to shake.

Running low on oil could definitely make this happen a lot sooner in the engine's life.

Doubt the valves are bent, though. Non-interference, and all.

you have idiot mechanics or machinists.
valves dont bend that easily.

hell you're the first time i've even heard of a 1uz blowing a headgasket. most just survive the overheating.

Any time you install new seats after an overheat, there is a question of seat recession and concentricity. Valves do not bend for any other reason than severe contact. If your cams were out at disassembly, it is not likely that you had a valve (2 in the Lexus) stuck open when you sat it on the bench or wherever. If you had a blown head gasket with coolant in the cylinder, it, again, is unlikely that you had a hydrostatic lock that could have damaged valves. And, as mentioned, these are non-interference engines, so how did the valves get "bent"?

My guess is that you have concentricity issues. New guides, a prayer, and a serious 3-angle grind may work.

So I have all the valves cleaned should I just set them back in and go ahead with putting the eng back together? And the gasket was very bad!! The right one was close to blowing too

Overheating can create all kinds of problems. Honestly, a used engine would be cheaper, quicker, easier and likely more reliable. Check ebay and local salvage yards.
